Legal Framework
Texas voters amended Article VIII, Section 1-d-1 of the Texas Constitution to recognize wildlife management as a qualifying agricultural use for property tax valuation.
Landowners who actively manage wildlife through at least three of seven prescribed practices qualify for productivity appraisal. Per 34 TAC Section 9.2003(a), appraisal districts may accept any plan containing the required information.
Reduced rollback tax liability from five years to three, lowering the financial risk for landowners converting to wildlife management valuation.
Passed unanimously (145-0 House, 31-0 Senate). Ownership transfers no longer trigger a loss of agricultural valuation when the same use and management continue. Protects family operations, estate transfers, and business restructures.
